    Las ideas de Jovellanos sobre Ultramar durante el proceso constituyente fueron determinantes para el futuro de las relaciones y final ruptura entre España y América. El gijonés insistió en dejar de considerar a América como una colonia, para reconocerla como una provincia más de la monarquía, así como en el derecho de representación en Cortes de los ciudadanos americanos.

    Mas el temor jovellanista a la escisión continental del imperio español terminó haciéndose real y, paradójicamente, sus ideas de reforma constitucional resultaron decisivas para precipitarla.

    Jovellanos�s ideas about America during the constitutional process were crucial to the future of relations between Spain and America as well as for their final breakup. He insisted on not considering America as a colony, but recognizing it as a province of the monarchy, and he also stressed the need to grant the right of representation in the Cortes to American citizens. Jovellanos, thus, wanted to avoid the rupture of the Spanish monarchy. But his fears were real. Paradoxically, his ideas of reforming the constitution were decisive in precipitating the breakdown of Hispanic empire.
