It is impossible to improve the teaching quality without previously assuring a teacher training and following this up by in-service training of teachers. For a long time the initial training has been insufficient to supply the future teachers with an adequate professional preparation. Futher in-service training must supply these deficiencies. In-service training has to take into account basically the analysis, the research and the participation in the pedagogical practice of the teacher. It is essential that the two steps of the formation -initial and in-service training- are coordinated in a continous process. In-service training supposes a present scientific, psycho-pedagogical and cultural training which can complement and at the same time extend and give feed-back to the initial training.
